Reporting from Washington — President-elect Barack Obama plans to nominate Julius Genachowski to be chairman of the Federal Communications Commission, a Democratic official said Monday.

The way the FCC appointments work is, there are “… five Commissioners appointed by the President and confirmed by the Senate for 5-year terms, except when filling an unexpired term. The President designates one of the Commissioners to serve as Chairperson. Only three Commissioners may be members of the same political party. None of them can have a financial interest in any Commission-related business.”
Senate confirmation would be required before Genachowski can follow Republican Kevin Martin as FCC chairman. Martin, who hasn’t disclosed his plans, can stay on as a commission member until his term expires in 2011.
Upon taking office Jan. 20, Obama is likely to name an interim FCC chairman from among the agency’s Democrats to run the FCC until Genachowski is confirmed, Lipman said.
